I particularly don't care if people who submit their designs vote or not. While it'd be nice if every competitor casted his vote, sometimes there's a substantiated reason for not doing so (i.e.: a trip that makes it impossible for the person to access the website during that week).

Anyway, if a sanction is to be set, I think that disqualifing an entry is too harsh of a punishment. Maybe a better option would be to deduct 5 points from that entry, which is the maximum impact its designer's vote would have. That way, the designer's lack of interest in voting would be punished, but not in a manner his entire design - and thus hard work - is completely ignored.
