"Can I create a team for a city I just invented?"
No, they must have at least a "literary" reference. If the reference is not very famous, it has to be shortly explained. Example: "Cabot Cove Murderers", "Hogsmeade Athletic", "Kakariko Center End" are OK, "Paniliakos" is OK too ("Ilion is the Greek name of Troy!") but "F.C. Dkaxjvbay" is not.
"Can I create a national team?"
Sure. Bring on Elbonia, Molvania and the Mushroom Kingdom! Hey: in that case, no other sponsorships than the kit supplier. Like in the real world.
"What kind of entry do y---"
Jersey, logo, full kit. Whatever you're good in.
"Kit brand?"
Your choice.
"Colors?"
Your choice.

Ditto.
